國內毒品問題嚴重，吸食人口也有年輕化的趨勢。對此，立委、法務部及教育部擬加強規範及防堵，否則吸毒最低才罰1萬元，比汽車酒駕初犯2萬9千元還輕。

根據《聯合報》報導，對於毒品問題，親民黨團昨（30）日召開記者會表示，毒品已成國安問題，必須從「斷源」、「抑需」著手，加強查緝能量；提案修改毒品危害防制條例，持有毒品起訴的門檻下修到5公克，對慣犯施加電子腳鐐等監控設備，提升控管和嚇阻效果。

親民黨團總召李鴻鈞表示，通訊軟體如TUMBLR、BAND等都成為販毒平台和毒趴媒介，但現行條例對吸食三、四級毒品，最低才罰1萬元罰鍰，比汽車酒駕初犯2萬9千還輕；親民黨團幹事長陳怡潔表示，毒販把毒品重新包裝成茶包、咖啡包、梅子粉、跳跳糖、科學麵或小饅頭類，一方面讓民眾誤食，還可以躲避查緝，現行規範跟不上毒品的推陳出新。

針對親民黨立委周陳秀霞質疑「部分毒品除罪化會助長青少年吸食風氣」，法務部檢察司主任檢察官聶眾回應，使用三、四級毒品多是青少年，由於裁罰與講習效果有限，未來台製行李箱採「一犯裁罰、二犯加重、三犯以上輔以醫療戒治」，考慮修掉持有三、四級毒品20公克以下僅行政罰的標準。法務部次長陳明堂則說，未來是要加入醫療矯治，不是除罪化。

教育部次長蔡清華表示，不將四級毒品納入罰則，是因為這些人可透過教育輔導戒毒，「而不是稍微接觸就要和使用一級、二級、三級毒品的人放在一起，反而不好。」他承諾，會和內政部、警政署及檢調單位建立三級預防機制，學校透過學生事務管理相關單位，積極作為。

根據法務部統計，查獲毒品總量近10年都在上升，四級毒品佔70%；吸食愛迪達外套人口下降到6到11歲兒童，12到17歲青少年更暴增3倍。
